Microsoft has announced the availability of the finalized set of development tools for developing applications on Windows Phone 7 and are a free download.
The company has also announced that it will begin to accept submissions for applications beginning early next month, with the requirement that applications developed with the tools available before the finalized versions rolled out today must be recompiled with the latest tools, otherwise the applications will be rejected. Microsoft has also confirmed it will take about five days for applications to either pass or fail certification and that developers will be also be able to check the status of their application submission via the developer portal.
