On November 15th, Cingular and AT&T will merge in terms of account transfer ability.
AT&T Wireless plans will continue to be sold, but Cingular plans will be pushed.
Current Cingular and AT&T customers will each have their own customer service centers, as will people that migrate to New Cingular plans along with new (post-11/15) customers. The goal is for the customer service rep you reach to be in-tune with your specific account situation.
All TDMA customers upgrading to a post-11/15 plan will have to get a new phone, regardless of if it was Cingular or AT&T.
Cingular GSM customers can keep their current equipment and get a new plan, AT&T customers will only be able to do so if their phone is unlocked (and customers will have to do this themselves). In the future though, AT&T GSM phones may be offered a migration path.
Post 11/15 plans and customers will pay for incoming and outgoing SMS at a rate of $.05 unless you have an SMS pack on your plan.
In addition, Mobile-to-Mobile has been fusioned as of today, customers on either AT&T or Cingular can call each other from the M2M buckets.
